Boorus aren't exactly great examples in general, they only tag a single image at a time so they don't need to worry about stuff that would never pass the Presence rule here like "Clenched Teeth", "Kneeling", "Arms Behind Back", ect. Tagging doujins is also harder than single images so sites like EH and Pururin try to make it easier on taggers by generalizing a bit to have more global tags instead of making taggers memorize thousands of super specific ones.

If you want it to be a separate tag to even be considered in the first place we'd need a more objective definition of what is and isn't wholesome, and how it would clearly set itself apart from Happy Sex pretty much being the same thing already. Tags that rely on "well I think it was wholesome" are going to be little more than kindling for edit wars, tags that have semi-objective criteria like Netorare, Ugly Bastard and Happy Sex already suffer from this to an extend and we're not going to make that problem larger.
