yeah, just to be clear, the amount of panels is mostly a matter of feeling of gut anyway, that's why I tend to give a lot more leeway on it when moderating then when editing. Would be a percentage more than a hard guideline but it also really varies per tag as impregnation for example doesn't take much screentime in general, just an orgasm and confirmation that it impregnated can happen within a single page. Then there's some extreme stuff like Scat where it has to be applied if even a single panel shows it, I suspect we have a lot of loli content where it doesn't really apply because Loli is one of those tags on sadpanda but its not for us (though toddlercon should be I'm not 100% sure if that's the case).
the general guideline to keep in mind is "if I blacklisted tag X, would seeing it in this gallery ruin the whole thing for me" (which is why snuff/guro and the "bathroom kinks" have this 1panel thing) and for more specific fetishes "would someone liking/tag searching this tag be satisfied with how much screentime it really got". that last one is what sparked an argument between Shirou and me because I feel ripped off when I see a green border on a tank then read 150 pages of stuff that doesn't interest me to find out the mind control tag is given for just a single chapter pretty far in, but according to him it is A-okay on screentime if 18 pages in a 220 page tank are relevant for the tag......

seems I overlooked the single page of Paizuri when I checked so figured only drunk applied, though I admit there's some confirmation bias involved when I check anything uploaded by Shirou because he's the last person I'd expect to get anything wrong in that department. having seen that there is a brief double titjob I'll add Paizuri as well then as I really can't be assed to start an argument about pressence rules (how much screentime a tag would need to apply) right after Shirou updates the tagging guide to imply we're really loose on that... (which he did in response to finding out I was really strict on that when editing myself, though a lot laxer when it comes to moderation)

As for the colorized galleries I let through, the 2 today I shared with Shirou because I wasn't sure if quality was high enough to allow recolor, then we both discovered the origimal artist had recolored it themselves, which is totally allowed, but removed "(colorized)" from the title to avoid people thinking we just allowed all colorized content now instead of very specific cases. A 3rd one was not rejected because Shirou and I agreed the quality was high enough to be allowed an exception.
I'll call in Shirou as I'm not sure how to better explain the specific rules on colorized gallerries myself (assuming you already double checked uploading rules for it) but in general those galleries have to meet pretty high quality standards and I'll pass stuff on to him for a final verdict if it seems to stand a chance of making that cut.
yeah, as I mentioned on the other one, Shirou linked this one at the same time you were mentioning it, so I'll treat it as a re-upload of something previously rejected and approve it first tomorrow

1: that literally means someone solved the problem already (or at least one problem with gallery) and its waiting for moderator approval.
2: Time it takes to process edits really depends on how busy or lazy moderators are and in the short time I've been moderator I've cut that period back to less than 24h for the majority of edits (the ones that don't require me to make time to read through a gallery to double check if NTR or incest really applies).
If you want to be really sure It'll be taken care of you can locate the pending edit on the pending contributions list (there'll generally be less than 10 pending edits now so just filter to those and you should find it easily), check if the change you wanted is being made and put it in the comments there if that's not the case.
edit: if the reason for the edit isn't instantly obvious at a first glance try to mention page numbers in the notes, especially with tankoubons.
