In exhibitionism they get off on others possibly seeing them and it doesn't have to be sex, it can be just walking around naked under a trench coat flashing people or masturbation. But it can also be sex against a window or on a balcony, which has nothing to do being out in public. This is more about the setting, the characters don't necessarily have to be exhibitionists to have sex in a public place.
