They're not all on the same scale.

"Surprisingly Perverted" would be higher rated (8/10) than "Quite Perverted" (6/10) as one implies there's more than expected and the other is within expectations.

"Closet Pervert" is just someone who doesn't display their perversion. The cliche is that they're very perverted but it's not always the case. So could be anywhere from 1 to 10.
