Those tags care about appearance instead of just the number, really makes shit a lot easier when you got 300 year old elves and 1200 year old vampires looking like kids while a 2 day old robot looks adult. Should also note that the tag is aimed at pre-puberty characters, if they look like teens that's legally questionable but no longer covered by tags.
The translation is actually finished, but the quality control seems to have been cancelled. This was probably cut off at about page 50.
